Budget Priorities: Sequencing Modifications for Maximum Impact

The Priority Framework

When budget is limited, sequence modifications by: (1) immediate fall risk, (2) access to essential functions (entering the home, using the bathroom), (3) cost-effectiveness (highest safety gain per dollar), and (4) permit and funding requirements. The goal is to make the highest-impact improvements first.

Tier 1: Under $500 — Do These First

These modifications address the highest fall-risk areas at the lowest cost and typically require no permit:

  • Remove all loose throw rugs — Cost: $0. The single most effective fall prevention step.
  • Grab bars at toilet (into existing studs or pre-installed blocking) — Cost: $100–$300 installed
  • Non-slip strips in shower/tub — Cost: $15–$40
  • Threshold ramps at problematic door transitions — Cost: $20–$80 each
  • Lever door handles throughout home — Cost: $25–$60 per door (DIY installable)
  • Nightlights in bathroom, hallway, bedroom — Cost: $10–$30
  • Handrail on second side of stairs (if one side is missing) — Cost: $200–$500
  • Portable shower chair or bench — Cost: $30–$150
  • Handheld showerhead — Cost: $40–$120 (DIY installable)

Tier 2: $500–$3,000 — High Impact, Still Affordable

  • Full grab bar package with wall blocking (bathroom) — $800–$1,800
  • Portable or modular wheelchair ramp — $800–$2,500
  • Raised toilet seat or comfort-height toilet replacement — $200–$800
  • Tub cut-out insert (lowers tub entry height without full conversion) — $300–$600

Tier 3: $3,000–$15,000 — Plan and Fund

These require permits and often benefit from grant funding. Apply for grants before paying out of pocket.

  • Roll-in shower conversion — $3,000–$9,000
  • Straight stair lift — $3,500–$6,000
  • Permanent wheelchair ramp — $2,000–$6,000
  • Doorway widening (multiple doors) — $2,000–$5,000

Tier 4: $15,000+ — Major Projects
