Where State Funding Comes From
State home modification programs are typically funded through: HUD Community Development Block Grants (CDBG), Older Americans Act Title III funds (administered by state units on aging), state general fund appropriations, and federal Medicaid match funding. Many programs exist at the city or county level, not the state level, which is why centralized information is hard to find.
Where to Look by State Agency Type
State Housing Finance Agencies
Most states have a housing finance agency (HFA) that administers various affordable housing programs, often including home repair grants for low-income residents. Search "[your state] housing finance agency home repair" or "[your state] HFA home modification grant." Examples: Kentucky Housing Corporation, Virginia Housing, Pennsylvania Housing Finance Agency, Georgia Department of Community Affairs.
State Units on Aging / Department of Aging
Each state's aging services department administers Older Americans Act funds, which may include home modification programs. Contact your state's Department of Aging, Department of Health and Human Services, or equivalent office. Ask specifically about "home modification" or "home repair" programs for older adults.
State Vocational Rehabilitation Agencies
If you have a disability that affects your ability to work, your state's Vocational Rehabilitation (VR) agency may fund home modifications as part of your rehabilitation plan. This is especially relevant for working-age individuals whose disability limits their employment. Contact your state VR agency.
State Veterans' Agencies
Many states have their own veterans' home modification programs in addition to federal VA programs. Search "[your state] veterans home modification grant" or contact your state's department of veterans' affairs.
